Thackston Park II Opens: A New Affordable Housing in York

Creating Opportunities in Neighborhood Environment (CONE) celebrated a significant milestone with the official opening of The Homes at Thackston Park II, a 50-unit affordable housing complex in York City. This collaborative project between CONE and the York Housing Authority marks a significant step in addressing the critical need for affordable housing in the area.

Regina Mitchell, the executive director of the York Housing Authority and secretary to the board of CONE, expressed her enthusiasm, stating, “We are thrilled to unveil this essential community housing resource, providing families with limited incomes a secure and affordable place to call home. The 50-unit housing building will not only enhance the well-being of our residents but also contribute to the long-term sustainability and connectivity of York City as a whole.”

Number of buildings at Thackston Park II

Thackston Park II will comprise of 17 buildings, the housing complex offers a variety of two to six flats in each structure, with apartments ranging from cozy one-bedroom units to spacious five-bedroom homes, ensuring there’s something for every family size. Additionally, the complex includes well-designed handicap-accessible areas, ensuring that it is inclusive and welcoming to all. The development showcases an elegant neo-classic style, featuring brick exteriors and charming bay windows that seamlessly blend with the traditional aesthetics of nearby homes.

To bring this visionary project to life, that is Thackston Park II in York, CONE successfully secured funding from federal, state, and local governments. The Pennsylvania Housing Finance Agency (PHFA) played a crucial role by granting tax credits and additional funding for the initiative. In a remarkable effort to overcome challenges posed by the pandemic and construction supply chain issues, PHFA utilized temporary funding from the American Rescue and Recovery Plan, ensuring that the project stayed on track and met its completion goals. CONE’s determination was evident as they secured approximately $2 million in additional funds to bridge unforeseen finance gaps and facilitate the successful execution of the $15 million construction contract.

The official grand opening of The Homes at Thackston Park II was met with overwhelming support from the community. A multitude of community members attended the event, sharing in the excitement of welcoming families into their new homes. The construction of The Homes at Thackston Park II began in February 2022 under the guidance of Harkins Builders from Columbia, Maryland.
